		<content:encoded><![CDATA[<p>The tendency to create more rules, registered bodies and controlling committees is the Achilles heel of socialism. Instead of making life better and fairer, in most cases it leads to the creation of exclusive groupings that only the rich and influential can access, and creates more red-tape, more hurdles for Joe Average, and more opportunities for corruption by officials.</p>
<p>In Africa, generally less government is better government.  Governmentâ€™s focus should be limited to a few top priorities, plus ensuring protection of the weak, justice for all, stamping out corruption, protecting health, safety and the environment, and reducing obstacles to job creation by the private sector.
