It means those in power are taking the time to negotiate for themselves through the transition of leadership. This is what's best for Zimbabwe. Also, these PVT results are garbage. Even Western analysts agree that the ZEC results so far are accurate. The commission is just choosing the results to release to make it look like the vote is still close... again part of the stalling process. Once everything is figured out, the rest of the results will come out, showing wins for the MDC-MT across the board.
