Not credible: Zimbabwe's 2013 election results marred by fraud 

Zimbabwe has been praised for holding 'peaceful' elections on the 31 July this year, and it is true that the polls were calm in comparison to the terrible violence seen in 2008. But it hides an ugly truth that intimidation prevailed, impacting on the right of citizens to vote freely for a party of their choice, along with a calculated strategy to skew the result to the advantage of the Zanu PF party. Mugabe and Zanu PF can only be celebrated as true credible winners - therefore justifiable leaders of Zimbabwe - if their victory was determined by free and fair elections. We don't know what the result of a free and fair election would be in Zimbabwe, because we have not seen one. We believe that the results declared by the Zimbabwe Election Commission (ZEC) cannot be viewed as either credible or legitimate for a variety of reasons, which we chronicle on this page.

Zimbabwe's voters' roll takes center stage in allegations of fraud. Zimbabwe's law preserves the right for all parties and candidates to have a searchable electronic version of the voters' roll in reasonable time before elections. More than two weeks after the elections, nobody has seen an electronic copy of the voters' roll. (Note: This was not the only law broken). Prior to the elections the Zimbabwe Electoral Commission (ZEC) claimed there were logistical problems with issuing a copy in electronic format. This claim is utterly absurd given the ease of electronic communication, leaving reasonable people with the only conclusion possible; namely, deliberate obstruction by ZEC.

The MDC-T received a hard-copy of the voters' roll at 4pm on the day of the elections itself. But the size of the document - delivered in print and when the polls had almost concluded - provided little means for them to conduct proper analysis. This is an insult to justice. Nevertheless, a sample - based on one constituency - was provided to the media a few days before 31 July by one party, and it demonstrated many names duplicated with minor changes made to details (see sample released to the media here). This, it was concluded, would allow people to vote more than once for a party, and testimony from Zimbabweans on election day supports this assumption (see section below). That party was Zanu PF. The MDC-T also claimed it found 838,000 entries with the same name, address and date of birth but different ID number, 350,000 people who are more than 85 years old and 109,000 aged over 100 - including a 135-year-old army officer. 

In addition to these possible errors (which ZEC's refusal to disclose the voters' roll doesn't allow to be proven or disproven), the entire registration process leading up to the elections was hampered by criticism. Sokwanele monitors Zimbabwe's compliance with SADC electoral guidelines and all four issues of our Zimbabwe Election Watch (ZEW) project reports (see Issues 1, 2, 3 and 4 here) were dominated by registration irregularities, to the point it was becoming farcical and glaringly obvious that things were seriously amiss (view the variety of problems plauging the registration process here - filter on SADC clause 4.1.3). 

The absence of the voters' roll has also prevented parties from challenging the results of the election in court: the MDC-T today (16 August 2013) withdrew its challenge because, without a copy of the roll which it still does not possess, it was unable to conduct the type of analyses required to form the basis of its challenge (click on thumbnails above to view the petition the MDC-T submitted). This means that the justice system has failed again; it means that the laws designed to protect democracy have failed because other laws also intended to protect democracy have been deliberately flouted.

This, as well as all the other evidence outlined on this page, is why Sokwanele believes that the results of the 2013 polls cannot be deemed fair or free (people can only vote if they are properly registered) - and therefore they are not credible We find it astonishing that anyone - let alone leaders of States whose role it is is to ensure the will of the people prevails - can turn a blind eye to the array of outrages that have occurred in our country with regards the 2013 polls.
