Law Society of Zimbabwe: Model Constitution of Zimbabwe (2010)
  1. All decisions and acts of public officers must be lawful, rational, proportionate and procedurally fair.
  2. Anyone whose rights have been adversely affected by a decision or act of a public officer has the right to be given written reasons for the decision or act.
  3. An Act of Parliament must give effect to these rights, and must—
    1. provide for decisions and acts of public officers to be reviewed by a court or, where appropriate, by an independent and impartial tribunal;
    2. impose a duty on the State to give effect to the rights in subsections (1) and (2);  and
    3. promote an efficient administration.

National Constitutional Assembly (NCA) Draft Constitution (2001)

Every person has the right to lawful, reasonable, timely and procedurally fair administrative action and to be furnished with written reasons where administrative action has adversely affected their rights, freedoms, legitimate expectations or interests.
