Law Society of Zimbabwe: Model Constitution of Zimbabwe (2010)
  1. The Police Service is under the command of a Commissioner of Police appointed by the President on the advice of the Security Services Commission and with the approval of the Senate.
  2. The Commissioner of Police is appointed for one non-renewable five-year term.
  3. A person who has served as Commissioner of Police may not be appointed to the command of any other Security Service.
  4. The Commissioner of Police must exercise his or her command in accordance with general directions of policy given by the Minister responsible for the Police Service.
  5. Policy directions referred to in subsection (4) cease to have effect thirty days after their issue unless they have been approved by the National Assembly.

  1. There shall be a Police Force which, together with such other bodies asmay be established by law for the purpose, shall have the function of preserving the internal security of and maintaining law and order in Zimbabwe.
  2. Subject to the provisions of an Act of Parliament, the Police Force shall be under the command of the Commissioner-General of Police, who shall be appointed by the President after consultation with such person or authority as maybe prescribed by or under an Act of Parliament.[Subsection as amended by section 25 of Act 11 of 2007 – Amendment No. 18]
  3. An Act of Parliament shall make provision for the organisation,administration and discipline of the Police Force, including the appointment of persons to offices or ranks in the Police Force, their removal from office or reduction in rank, their punishment for breaches of discipline and the fixing of theirconditions of service.

  1. There is a Police Service of Zimbabwe, which is responsible for–
    1. detecting, preventing and investigating crime;
    2. preserving internal security;
    3. maintaining public order;
    4. protecting and securing the inhabitants of Zimbabwe and their property; and
    5. upholding and enforcing this Constitution and the law without fear or favour.
  2. The Police Service must exercise its functions in co-operation with–
    1. any intelligence service that may be established by law;
    2. any body that may be established by law for the purpose of detecting, preventing or investigating particular classes of offences; and
    3. regional and international bodies formed to combat crime.

An Act of Parliament must provide for the organisation, administration and discipline of the Police Service, including the appointment of persons to offices or ranks in the Police Service, their removal from office or reduction in rank, their punishment for breaches of discipline and the fixing of their conditions of service.
